Horsfield's (Russian) Tortoise adoption

This Russian Tortoise needs to be adopted by someone who already has the right enclosure set up and is willing to nurse him back to health. Vivarium is NOT included. He has been in hibernation-like state for the last 4 months, and won't open his eyes. He is very inactive and has not eaten much. He has not been taken to the vet. We have cared for him by soaking him in warm water regularly to keep him hydrated, carrot baths to help with vitamin A, and eye drops - but he hasn't improved (nor has he lost any weight).
